About ComPaSS
ComPaSS is the partnership community profiling and problem solving resource for Northamptonshire’s safer and stronger partnerships. By providing a range of researched and analysed products and supporting services, the aim of ComPaSS is to drive evidence-based partnership delivery across the safer agenda. This enables partnerships to implement intelligence-led business processes, as an integral element of successful partnership delivery, in line with the hallmarks for effective practice.
The role of ComPaSS is to provide an objective perspective that:
Identifies priorities, key issues, future risks, and effective practice (through performance review, evaluation, research, predictive modelling and scanning);
Supports partnerships to devise and implement strategies and plans in response through the adoption of problem-solving processes (through analytical and project assurance support);
Advises and challenges partnerships on the approach to problem-solving and evaluation and, through developing, maintaining and applying a robust performance management framework that promotes transparency, enables partnerships to challenge areas of underperformance; to,
Enable effective decision-making and resource allocation by partnerships to deliver effective and efficient interventions and activities.
ComPaSS is committed to continuous improvement and innovation to support the partnerships delivery of its primary objectives and ensure value for money.
ComPaSS is a unit consisting of eight officers (see fig 1b) that support the strategic and operation functions of the local and county safer partnerships (see fig 1a).
ComPaSS provides a suite of products to enable and support safer partnership to deliver positive outcomes for local communities effectively and efficiently through adopting an intelligence-led approach that facilitates problem-solving.
These consist of standing products, those that will be produced regularly without request, requested products provided in accordance with the Workload Management process, or self generated to support safer partnership working.
In addition, ComPaSS will provide services where it can be demonstrated they improve intelligence-led business processes for the safer partnerships in Northamptonshire. Whilst not generating a direct tangible output, these services may contribute to subsequent outputs such as surveys, applications for funding, and action plans and/or positive outcomes such as those related to effective delivery of projects through the provision of project management support:
